No they need one last connection to solidify the betrayal of the village. If you notice every main villain has been from Konohamaru at one point or another(excluding Nagato since he was manipulated by Obito a Konohamaruian) The final villain will be revealed to be the Not-so-dead Jiraiya and he will be rvealed as the master mind behind the whole thing even having Hiruzen ship Oro for Hokage.

I don't want a new villain but it seems that all the villains are turning good :| It irritates me. So a new villain, as long as he/she actually stays evil, would be fine with me I guess.
