Actually take the time to read this before making a comment!!!!
To start off, Naruto should gain the Yin half of Kurama's chakra.
Now the yin chakra may still be inside of the Shikifujin's belly, but let's say Naruto does get that chakra somehow. If he does, not only would that restore Kurama to his full power, but that should also remove Naruto's time limit in Bijuu Mode, and it would restore Kurama(Bijuu Mode Kurama-cloak)to his original size, this would also make all of Naruto's attacks in Bijuu Mode twice as powerful.
But then, once Naruto gains access to all of Kurama's chakra, he shouldn't stop there, because he should then add Sage Jutsu chakra into the mix.
Which he was able to do against Nagato during the Invasion of Pain:
But after that moment, Naruto hasn't used that mode since.
But there is a way he can do it again cause remember in chapter 616, Naruto was able to take Kurama's chakra and make it his own, even C thought he was sensing the kyuubi's chakra but now its Naruto's.
So now that Naruto has made the Kyuubi's chakra his own, he can now add Sage Jutsu chakra to the mix, thus creating Bijuu Sage Mode, which would probably look like this.
Once that happens, we would gain the following abilities.
Then once Naruto gains Bijuu Sage Mode, he should be more than capable of taking all of that Bijuu-powered Sage Chakra to create the Bijuu Rasenshurken.
But this is just my theory
But regardless, Naruto is the main character of the series, so we all know that he's going to end up surpassing Madara and Hashirama somehow, that's up to Kishimoto.

Then once Naruto gains Bijuu Sage Mode, he should be more than capable of taking all of that Bijuu-powered Sage Chakra to create the Bijuu Rasenshurken.
Think about it, since the Rasenshuriken and The Tailed Beast Bomb are Naruto's two strongest jutsu, why not have Naruto combine them into this?
Just think about it, Naruto in Bijuu Mode can already create a Super Mini Bijuu Bomb with just one hand.
Even two Rasenshurken that can cut threw the Juubi's tails.
All he has to do is first create a Super-Mini Bijuu bomb in his hand, then had the Rasenshuriken's wind chakra to it and bam, Naruto has a Bijuu Rasenshuriken.
But let's say Naruto can use this jutsu on a larger scale with the Kurama cloak, here's how I see it happening.
The largest Tailed Beast Bomb that Naruto has created in Bijuu Mode by himself was the one he used to counter and equal the one created by the five bijuu.
Now imagine that gigantic Tailed Beast Bomb, but covered within the Rasenshuriken's wind chakra.
It would be just like what Madara pulled off against Hashirama in chapter 621, but way more epic.
Also, the Tailed Beast Bomb in a way is actually a long range version of the Rasengan because Killer Bee was able to discover that the Tailed Beast Bomb is actually the origin of the Rasengan.
This would mean that a combination between the Rasenshuriken and The Tailed Beast Bomb would be even more plausible since Rasengan is the same process as the Tailed Beast Bomb.
