Nagato for sure. Sage Mode Naruto was able to counter the third Raikage's most powerful attack, and Pain was able to match Sage Mode Naruto's speed. So Nagato should be able to come up with a good strategy to defeat him, with his variety of powerful jutsus.

Yes he doesn't have speeds to keep up but if somebody is controlling ur gravity it don't matter
He can be pulled into a shara tensi over and over till he's done or hit him with metor
