Mihawk couldn't cut steel but could do it later when he got in close combat. Law can cut anything in his room if he has stronger haki than what he's cutting.

We have heard abt mihawk fight with shanks...not seen it... What we have seen till now of mihawk i dont think he can beat dof... And its true... If later on, we see new powers of him then maybe my opinion would change. But till now, dof>mihawk......

So I guess since we heard about Roger being the strongest, he's not actually since we haven't seen him do anything to prove that. Damn son, you are truly gifted with your philosophical knowledge. And for him not showing his true power. Tell me which Warlords did. Hancock fought the marines, petrified them and didn't even use her CotSK. Most of the time she was memorized by Luffy. Kuma showed us his ursus shock and nothing more which will exemplify his strength. Moria just did turned the marines into zombies (he showed us his limit at TB but why wouldn't he do it at the "War of the Best"?). So there's a reason Goda didn't show us there full potential (even though we saw Moria's). Meaning, your claim is null & void. Furthermore, what's the difference between laughing and not giving a ****? Since that's what Doflamingo and Mihawk did. It's there character. But Goda was still implying the same thing. Which was they weren't serious. Doflamingo's character is that of a chilled and psychotic one who constantly smiles and does what he wants (except when Law threatened him and he bitched it). okay bro, you won.... But i wont say mihawk>dof until oda states it.... And it is my thinking that dof>mihawk and only oda can change it...
OT: law's df is one of the bst in paramecia even rivalling wb's and bb's... But the person who holds it(i.e.law) needs to get strong.
