The strongest Kage?

Is it just me or do Konoha's Kage just seem a cut above all the others. I don't know if its supposed to be that way or what but it seems that the Hokage of whatever generation is on a different level than all of the other villages. To me it seems that the other villages are simply catching up as it seems that all the current Kage (including Tsunade) are on par or at least on the same level with each other. So yea Hokages stronger than any other villages per generation excluding Tsunade. Thoughts?

It's not that the other villages are catching up, it's just that Tsunade's subpar compared to the others.

They just gave more history and background on the village hidden in the leaf, but I do think Kumo and Iwa may be on par. I do feel like suna got screwed over really bad, but thats just my opinion

It seems to me that each Hokage have their own special jutsu/abilities. Then the kages from the other nations have a special jutsu that is passed on to the next Mizu/Rai/Kaze/Tsuchikage.

Each village has some very OP ninja, the hokage are strong but only hashi and minato have shown some real feats. Tobirama probably will too but tsunade is really sub-par for a senju

I think Gaara is a pretty good Kage. He was successfully fighting his own against Madara and his clones along side the other Kage. And here's the kicker: HE'S STILL ONLY SIXTEEN. There is more than enough potential for Gaara to be an even more amazing Kage.
