Shouldn't Gaara be number one? He already was a Jin, so he'd be a perfect candidate. Also, wouldn't the number of tails also affect the user? You didn't specify a number.

I'm not to sure but I don't think a Uchia can be a jin at least not a regular uchia with no hashi cells anyway so sasuke its out
