I believe while danzo sealed himself. the reason he hadnt been revived is because

Itachi confirmed what danzo said

But those sealed in the reaper are different story because its a seal not of this world

Danzo would have been a fine candidate for Edo Tensei and he was the leader of ROOT and a friend of Hiruzen, so it's likely he knew about the way to seal himself. But were he revived by Edo Tensei, how did he break free of Kabuto's hold on him?

DAMN if only Kabuto pushed a little bit he could have revived all three of them. it will be epic seeing the reaction of both Shisui and Danzo when they meet each other. I think Tobi has the body of Danzo I remember watching the anime and right after the battle Tobi is at his place with multiple Sharingan eyes in his lab. It is amazing how Danzo knows some Sealing Techniques.

could have well you know tobirama comes from that uzumaki age where they have all the seals
so they teach them to others in the village they trust and danzo was a member of tobirama's squad
plus orochimaru is so lurky they could get access to them.
