In this last chapter we see Hashirama asking his bro Tobirama to teleport them onto the battlefield. This proves 2 things: 1) Tobirama has ST/FTG and he's the creator or the first user of the tech. 2) Tobirama' FTG doesn't require any tags/seal to perform.
So we could conclude that Tobirama' ST is superior to that of Minato! And being able to teleport anywhere without tags; puts Tobirama on almost equal footing with Tobi/Obito...

that doesn't prove nothing? it proves he has the techniques and his seals are probably on the stones, if you hadn't notice minato also teleported the 3rd hokage, if anything i say 2nd n minato s/t is the same

2. Juugo fought with a Kage so he is probably at least Jounin
3. Suigetsu fought with a jounin (got his ass kicked), but still

Asuma is a Jounin. Suigetsu and Juugo don't have a rank, simply because they're missing nin. However, it'd be understandable to rate them as a Jounin or so because of their abilities.

OT: It has not been stated he has FTG. Also, we don't know what preparations are needed. One thing I did find interesting is that he said "we" and not "I". So, it seems like Tobirama can teleport at least 2 people with his S/T.
