Yes, Sasuke is important, but he isn't as important as Naruto. His purpose is to push Naruto's character further and help him grow. Everything Sasuke does or any story progression Sasuke gets, is to help Naruto's character.
Everything he does is connected to Naruto somehow...

EDIT: Naruto's character can still progess without Sasuke. There are many other characters that helped Naruto's character in some way.

Your argument makes sense but there are two big portions to the plot at any single time since Mid-Part 1. For almost all of it, it has been, Sasuke has run away and is getting stronger, Naruto must bring him back and get stronger. Now it is Naruto is fighting Juubi, Madara and Obito and Sasuke is talking to Hashirama, Tobirama etc.
