Many people have stated that obito cannot use the rinnegan's abilities because he only has 1. Well that is completely false because he can use the rinnegan's abilities such as when he used the 6 path's technique and when he told madara that he would do rinne tensei on him.
In the scan's i have provided above, Obito clearly stated that he can use Rinne Tensei and that if he did indeed use it, that he would die. That's where my theory comes into play, I believe that Obito can indeed use all of the Rinnegan's techniques but it ends up using more chakra as apposed someone who has both Rinnegan eyes.
For obito to use a simple Rinnegan technique, [For example, preta path] He would need to exert twice as much chakra to preform the jutsu as apposed to Nagato who has both the rinnegan eyes.
Nagato was an uzumaki with a large chakra pool and was able to use the Rinnegan efficiently. The manga scan above prove that the technique 'Rinne Tensei" does not indeed kill the user because Konan clearly says " with his current chakra levels, he will die", Basically stating that If nagato had more chakra at that specific moment, He would of survived it with no problems.
This tells us that the technique "Rinne Tensei" does not in fact kill the user. but needs an a lot of chakra to use the techniques. This is where obito comes into play, Obito has only one Rinnegan eye intact and With only one eye, comes a disadvantage and needing Twice as much more chakra to use a technique especially as powerful as the Rinne Tensei No-Jutsu.
Obito stating that he would die if he used that technique could be for many reasons such as,
*Obito has Senju Dna [hashirama's DNA] which is why he is lasting this long and why he was able to control the mazou and the 6 path's technique at the same time.
Obito has also been shown to use the Rinnegan's Stakes that Pain uses,
Finally this is proof that obito can use all it's techniques,
