Reflexes means nothing if you don't have the speed to back it up. Look at Lee vs Sasuke, the Sharingans pre-cog was a pile of shit when up against Lee, because he was too fast. Tsunade can NEVER dodge Amaterasu.

The scans aren't helping me, it's just that Tsunade is much more like doing it on a whim... and also A got issues with his body parts... He had to be careful...
She can see the attack coming, but she can't dodge it. So she can see it, she can react to it, but she won't be fast enough to dodge it. This doesn't means her reaction time is not as good as A's. This only proves she is not that fast.

Tsunade had no chakra was near her coma status no yin seal and still was able to go faster to the battlefield than the anbu with full chakra
You can see at this panel a fist of tsunade so she was going to counter attack with zero chakra reserves

No, it's not. On the first scan, it's not that she reacted quicker than them, she was just the one to put herself forward, as she could easily tank the attack without being harmed. On the second scan, we have no idea where Tsunade was, so you can't compare it with A's timing. She could of been a few feat away from him.
What we do know however in the second scan is that she was not in the scan while A and Oonoki were. And because it wasn't a close they all should have been visible.
In regards to the first scan, you would think his reaction would be get the hell out of the way of the attack trying to kill you, as it's evident he didn't want Tsunade to tank attacks anymore. And With his lightening speed he should have been able to gather all the kage in time. But his reaction time or time to perceive was not great enough to perceive all that Tsunade did and react in the best way he could.
This. Plus, in the second scan, you can see that A and Oonoki aren't near Madara. It's possible that A knocked Madara towards Tsunade, making it look like she got to them quickly.
What you see them much nearer to Madara than A and Oonoki could possibly be. But regardless, A and Oonoki were just making contact when Tsunade attacked.
There was no counter attack there was a failed defense that she put up AFTER naruto already destroyed the asura path.. In fact, it more looks like she was defending from the debris and metal

Asura path was a milisecond away from slicing right through her... she had no defence up, she didn't react fast enough, and you literally see the anbu see it coming before her

Pshh... Tsunade is a very secretive character, we have no clue what Tsunade is capable of. A on the other hand we do know of his power, A is way more faster than Tsunade. Unless there's some new power that Tsunade hasn't revealed yet.

the point is, that even though those other two had practically 15% chakra and less , their reflexes were not affected one bit from when they were at 100%
and if there are scans arguing that ninjas almost depleted on chakra still having reflexes capable of doing that your argument insinuates they would need to be 100% on chakra for.. then I don't see how your argument exists in the first place.. Minato said he was practically out of chakra(couldn't put up a barrier, then went on to still use rds and another seal, meaning Minato was just about at 1%), and still managed to see kyuubi's attack and defend baby naruto from the claw....
