Kabuto possesses the DNA of Orochimaru, Suigetsu's liquification abilities, Karin's healing powers, Jugo's ability to passively absorb natural energy, Sakon's "Attack of Twin Demons", Tayuya's Sound Based Genjutsu, Kidomaru's Web Attacks, Jirobo's Earth Release techniques and Kimimaro's Kekkie Genkai. Now it might seem that Kabuto has been made too powerful but if you read Manga, Kabuto possessed all these powers when he fought against Sasuke and Itachi.

Well I mean Itachi wasn't trying to kill Kabuto and the times he would've died where because he was creating a cycle for Izanami and he was aware he'd just regenerate so he wasn't worried about death, so I think Itachi mid difficulty if he's healthy otherwise he would loose. But I mean really Itachi beat Orochimaru with like no difficulty so yeah I think Kabuto is way overrated.

If Izanami is restricted, then DSM Kabuto should take this, he was able to hold off both Itachi + Sasuke and kinda had the worst loss in all of Naruto
