Who is the smartest character in Naruto?

Out of all the characters in the Narutoverse, who do believe to be the smartest,strategic, and most tactical of them all?

Personally I believe it is Obito. With his brilliant cooperation and planning with Madara for their Moon Eye plan and the deception of the entire shinobi world, as well as his ability to manipulate and pull the strings of the Akatsuki from behind the scenes. I believe that his intelligence, and strategic planning is only rivaled by Itachi. Also his tactics in battle are impressive as his ability to use Kamui the way he does is very innovative.

Idk, I think Shikamaru is a little overrated sure he is smart but besides a few one on one battles he has put his gift to little use.
