Actually that´s both true and false.

The won´t help them attack other nations, but by their pacts from the past they claim they´ll defend North Korea on North Korean soil. Obviously meaning they´ll probably keep critisizing them if they were to go through with their suicidal attack on South and other countries, but that´ll change as soon as foreign troops set foot in actual North Korea.
