Yes but, That's not what i mean, If your moving your head rapidly and your opponent is like 10 meters in front of you, will might be able to see him but you won't really be able to focus on him.

I begin by focusing my raw chakra and thinking about how wind feels in a breeze, how the wind sounds when it's blowing fast, And how the wind smells, by doing this i change my raw chakra into wind nature chakra. I then I then inhale as i focus my chakra into my lungs, as i perform the perform the necessary hand seals, Tiger → Dog, Next i exhale the chakra/wind in the form of a dense and powerful sphere, Which travels towards your clone.
Advantage: Capable of defending large attacks as well as defending large, Covers a large area so it can attack multiple opponents. Only requires two hand seals.
Disadvantage: Sphere cannot be directed after it's released, Only reaches mid range.

Description: A combo of the rasengan and wind manipulation that encases the opponent in a huge violent orb of slicing wind that draws in anyone near by and cuts on the microscopic level but causes +10 damage to the user.
Perform a normal Rasengan, infusing it with wind to create a Wind Release Rasengan. Add further shape and nature manipulation onto the rasengan in order to create the Rasenshuriken. Increase the flow of chakra, and shape it into a windmill shuriken.

I focus my chakra into the plam of my right hand, I cause my chakra to spin rapidly as i do this i start compressing it causing it to become dense completing the rasengan, Next I start to channel my wind chakra into the normal rasengan as i hold it in my hand making sure yo mix it smoothly creating a wind nature rasengan, After the wind rasengan is formed i take it one step farther by adding further shape and nature manipulation onto the wind rasengan, shaping it into a windmill shuriken forming the Rasenshuriken.
Advantage- Can be used to counter 1000 birds and lightning blade, Draws the opponent in.
Disadvantage- Must make contact with your opponent for this to have any effect, User takes damage.

Advantage: All ranges, Covers a huge range making it extremely hard to avoid, If the user has a flying summon the tornado can be created by just flapping it's wings, can be guided.
Disadvantage The power is spread evenly with each tornado so their low ranked by themselves, If the user has a sharingan the tornadoes will create a chakra screen preventing them to see through it (This is an advantage if the opponent has a sharingan )
