I don't know where you are from, so I can't necessarily say what you have to do in your area of the world. However, in the United States, you are supposed to start filing taxes at 16, regardless of whether you have a job. Assuming you haven't received any exuberant monetary gifts, you wouldn't really be taxed anything, but you still have to file. In that case, it would take you about ten minutes tops to fill out a 1040 EZ form.

It depends on what they are dealing and who they are dealing it to. I don't really have a problem with pot dealers who only sell to adults. Anyone that deals to kids is scum. Really, I don't have a problem with adults doing more serious drugs. An adult should really be the only one deciding what goes into their own body. However, the harder drugs need to be legalized so that they can be tightly and safely regulated.

There isn't a universal "best" way. You have to find something that works for you. One thing I like to do is create incentives. For example, I will tell myself, "If I do my homework for two hours, then I can watch TV for half an hour." Here's something else that works for some people:

I think 18 is a fair age to split children and adults. However, considering the capabilities of some drugs to impair brain development, I would also consider making the age 25 (approximately when the human brain is done developing).

I don't really have a problem with trolls so long as they aren't posting pornography or racist material. I'm not sure that the mods are necessarily inactive. They just can't be on at all hours of the day, and unless we report things consistently, it takes time to go through all the threads and read all the posts.

I would be fine with more mods, so long as they are all committed and good at their jobs. I would be inclined to have fewer, committed mods than a greater number of mods who don't put in their full effort. It's like a group project in school. The more people you have working on something, the more likely it is that some people won't put in their fair share, and that makes things worse for everyone.

As to the popular trolls, I'm not sure they receive any special treatment. I've been known to troll from time to time, but the reason I get by without being banned is that I know when to hold back. If I have an infraction or two, I decrease my trolling. When I have no infractions, I increase it. The newbie trolls typically just go full bore, and they get banned quickly before they learn how to play the system.
