Mute point. Gaara is stronger in desert weak w/o it. Suitoon users strongest near water source, weaker w/o it. Earth users cant do much in air, strong on the ground. Sasuke just happens to benefit most from storm.

Then read the manga better. And yes chidori is better against defences, while rasengan is good vs overall damage.
