If Tobirama came alive, he would be reanimated, so you'd have to seal him, and he can turn him to gold. And his sand is fast, think about it, he can slow his opponent down by mixing water with sand, if Tobirama uses his AOE affect, then Gaara can use Sand Tsunami and make the ground murky and hard to walk in, flying into the air.
