possibly but it hasnt been expanded upon. At least not to knowledge it hasnt. I am not sure about the jutsu but type it into narutopedia that should give you a decent explanation

I was reading it yesterday, I had the same thoughts.

Shit, just realised that if it is HIS will, then couldn't he give life to the clone, just like Black Zetsu.
