A few things:
Where did Zetsu say that Naruto is stronger than Sasuke?

Pain technically defeated SM Naruto.

Sasuke's MS Susanoo would defeat a SM Naruto.

We have yet to see what Sasuke can do with EMS but Naruto has yet to display anything to counter Ama in BM.

As others have said before, both characters are kept at about the same power level.
Naruto beat Kakuzu and Sasuke beat Deidara.
Naruto beat Pain (with intel and a Pain handicapped most of the fight) and Sasuke beat Itachi (with Itachi handicapped and planning to die in the end)
MS Sasuke with Susanoo is about equal to KCM Naruto
EMS Sasuke complete Susanoo (with armor) is about equal to current BM Naruto (with only yang half of Kurama's chakra)

These are the trends that Kishi has showed in the manga. If you fail to ignore this then you are being biased. I can give arguments on how each character can beat each other at different points in the manga, even in the current arc.

Of course Naruto will eventually beat Sasuke, he is the main protagonist. He is the namesake of the manga. In the end he will be on top, but it isn't going to be an overwhelming difference between himself and Sasuke. Naruto will win by guts, like he always has.

Zetsu said it when he and Tobi cornered Sasuke when he was on his way to destroy the Hidden Leaf Villiage. He told them that Naruto defeated Pain and that he may be stronger then Sasuke.

I don't have the page number it was very shortly after the Naruto vs Pain fight. Sasuke had Tsukuyomi and Amaterasu at the time.

KCM Naruto was faster then the Raikage, so like the Raikage he should be able to dodge Amaterasu. Susanoo has been broken before, Danzo was able to open it up with a weak Wind Release Jutsu.

KCM Naruto wouldn't be able to break Tsuku. While Sasuke's is weak, it would give him enough time to then use Ama. Of course Naruto can just avoid Sasuke's eyes and keep moving, which is why I said that MS Sasuke with Susanoo is about equal to KCM Naruto. That Naruto doesn't have anything to get through Susanoo.

Also, Danzo's wind jutsu isn't weak. He used multiple vacuum jutsu's to rip open the Susanoo's "skin." He wasn't able to get through the bone, which has been shown to stay intact even when hit by jutsu from Ay, who excels in power.

Are you talking about current Sasuke? Naruto would take him down with mid difficulty. KCM clones to keep Sasuke + TBB should do the trick.

However, we have yet to see sasuke use EMS, and we don't know what else may be coming his way.

From what I have gathered time and time again from this manga:

NARUTO = SASUKE
SASUKE = NARUTO

I like to think that they are on equal terms until we see them battle. But we should all know that Naruto in some shape or form will be stronger then Sasuke. And don't come at me with your just a Sasuke hater because Sasuke actually is and has always bee my favorite character from the beginning. Its just like DBZ for example it was always back and forth with Vegeta and Goku one getting stronger then the other. But Goku always pulled something out his @ss and ended up being the stronger of the two. WHY? Because Naruto like Goku are the main protagonist of the story. Its just how it works, you can have th main character weaker then another without the main character eventually coming out on top.

KCM clone can't do anything to get past a complete Susanoo so clones wouldn't do anything to Sasuke. Also, Madara's complete Susanoo, the one with the cloak and unstabilized, tanked a full power Kurama TBB. Sasuke's should be able to tank half power Kurama's TBB. And yes, I am making the comparison between Madara and Sasuke because Kishi has been comparing them since the beginning of part 2. Everytime Naruto and Sasuke are about to get a powerup, it is showcased somewhere else. They then improve on what has been shown.
