If you are too lazy to read this theory, just read the summary in bold at the bottom.
Kishi has implied that the younger generation always surpasses the older one.
However, this doesn't seem to be the case if you compare most ninjas from the older generations to the younger ones.
I theorize that the Kyubbi cloaks are in fact a permanent power up that will allow these chunin/jounin level youngsters to attain a higher level of power.
You guys probably think that these Kyubbi cloaks are only temporary but I do believe that some of the power given off by these cloaks will become permanently embedded inside the chakra networks of each shinobi who gains a Kyubbi cloak from Naruto.
Recall the Kin/Gin bros? They ate the chakra of the Kyubbi but even after leaving the Kyubbi's stomach, they retained the ability to transform into their jinchuriki modes.
In the previous panel, the Raikage does theorize that the bros only retained this power because they were distantly related to the SO6P but there is proof that the chakra that Naruto is giving to all the members of the Allied Shinobi Force is being modified based on the chakra of each shinobi, thus being distant to the Sage's bloodline shouldn't be much of a problem.
Now recall what happened to Gaara, the Shukaku got extracted from him, yet even now, he can control sand and his control of sand is even better than before. This is because as a jinchuriki of the Shukaku, Gaara was never able to control its powers to the maximum extent since he wasn't a perfect jinchuriki. Now, however, he still has some of the Shukaku's chakra inside of him that he can freely control which allows him to do more than he could ever do as a jin.
You guys may think that the only reason why Gaara can use sand is because of his Mother's love but Gaara's mother's only role is to make Gaara's sand defence automatic. Gaara himself has the ability to control sand any way he sees fit and this isn't because of his mother since she is now dead and can't actually send different commands to Gaara's auto defence. This is because the chakra of the Shukaku was imbued into Gaara's own chakra network allowing him to utilize it. It is even
In Summary: You still have access to the power of a bijuu even after not being in direct contact with one for an extended period of time. Do note that this power can still be depleted but the body will be able to reproduce a limited amount of Kyubbi chakra which can be activated just like jinchuriki can activate their various jin modes
