Hiruzen handled it. However, as far as I know he just payed the bills, and obviously he had to deal with Hokage stuff so it's not like he could be there all the time to deal with Naruto. So I'm not really sure who took care of him on a day to day basis. I'd say Iruka as a guess but I really have no evidence for that.
