Rock Lee- he could beat any of them including Gaara BS had to happen.
Gaara- He could also beat the others but Bs happen to him too
Sasuke- gates is to much and I don't believe he could beat Gaara
Naruto- he is here mostly because Kyuubi other wise alot lower
Neji- Can put up a fight with the above but loses beats everyone below
Shikamaru- can outsmrt some but other have to much speed or raw power to handle
Shino- could be 1 level higher but Shika beats him bearly
Temari- op wind
Kankuro- posion and traps have to out smart him or avoid being hit.
Choji- powerfuls strIking
Kiba- fang over fang is strong but the others get round it
Ino- tie with Skura in a fight but beat more people than her at the time
Tenten- could be ahead of Ino but idk she beats Sakura imo
Sakura- sorry

Well I believe this is how Kishimoto made it out to be:

That just seems more realistic if you don't want to be all technical about it. This is how Kishimoto made it out to be. I mean, if you want to get technical than technically Kabuto would top this list, he was a genin in the chunnin exams just like all the rest yet could still defeat any of them.

Also extra note- Isn't it WAY more fun to compare the characters from Part 1 than it is Shippuden!? I just realised, without all the rinnegans and susanoos and genjutsu it is so much more fun to compare the part 1 versions.

Oh if this is Chunnin exams alone then Gaara obviously tops the list. I'd also rank Kankuro, Shikamaru and Shino above him as there is NO WAY they would've lost. Sorry. Shino could play scary just like he did in the preliminaries. Naruto isn't a technical ninja and would fall into his trap. Chunnin exam wise, without one Tails Mode & even Rasengan...

Naruto is pretty low down on this list.
