Tobirama for now because i only seen his sword techs and suiton his edo tensei wasnt perfected either so thats not a problem. Hiruzen is good but katsuya > enma imo the slug body is quite resistant to attacks plus hiruzen uses all 'fodder techs' for the most part which can be handled with byakugou.

A couldn't touch him because he kept using FTG. Tsunade can summon Katsuya to melt Minato's kunais, so no more FTG and we all now how Minato uses FTG as his crutch without it his weak.

Byakugou would be out of the option because her seal had wasted after that attack, by pain, and slug mode would be an ass pull if she had use it back then, (Not like she has it no,) XD
i dont think so, Danzo is slower, Hiruzen is slower, Hashirama can possibly be slower than her as well, she has shown a great amount of speed feats thus far, something Tobirama hardly exhibit, which he's noted for and something that all of the other male hokages haven't seen doing except Minato
