this is a nice debate but shino would only lose bad cuz of kishi,
if you base it off of technical in the manga then shino stands a chance highly
but overall hidan would win , but shino still has a possibility.

shinos bugs could carry in swarms kunai and slash hidans eyes
plus he wont see through the swarm and will be like he is blind while he swings at the swarm of insects
shino can slash his eyes while his bugs can actually move independently remember llike they did in the story
once he turns them loose
