ok so to start he was a member in danzo's organization,,,,,and the final test that danzo puts some one through to b a member in his organization is for a person to kill the other person they trained together with, and share a bond, "sound familar!" As his final test, just like how sai killed his brother , in danzos final test.
so shisui went through the same tests as sai, and in the end shisui had to kill the cloest person to him in order to pass danzos final test.
so upon killin the person who he shared that special bond with, he awakened his ms and passed danzos final test!!!''''!
