Hidan's body is extremely durable he was able to tank one of the most powerful fuuton jutsu at point blank, tsunade has no way of killing him, he just needs one drop of her blood to win, she can't regenerate from instant death.

Gai has nothing that could harm Hidan, he has nothing that could cut off his limbs.

Let me start off with saying Hidan has the intelligence of naruto a 3 in the databook for both of them.
So we can assume hidan is pretty smart.

While Neji has no way to harm Hidan, Neji can still exhaust himself, he can't rotate forever, Hidan wins easily by outlasting him.
