It's reputation.If someone likes a post/comment you made they give you plus rep and your reputation point increase.There's also -rep that's given if someone doesn't like your post or something.
You can give rep to a comment by clicking the serif badged looking button below the users avatar and status.Approve is for plus rep,disapprove for negative rep.You can also thanks a thread and that adds reputation to the maker of the thread.Asking for rep is not allowed,users are freely to rep whenever they want.

I think because asking for rep is not allowed...just a wild guess not sure

Rep you only have one dot after 1 rep and after you have 100 rep points to get 2 bars
200 = 3 bars
300 = 4 bars
400 = 5 bars
500= 6 bars

upto 11 bars is the limit
