I don't think Tobirama was on Izuna's level. In the manga it stated Izuna and Madara were equals in every way. I bet since Tobirama is a mean guy, Izuna was busy fighting Hashirama, while Madara was somewhere else, so Tobirama took advantage of this and used Space-Time flying thunder god slash to mortally wound Izuna. Also I think Izuna and Tobirama really hate each other cuz Tobirama hates Uchiha, while Izuna has huge Uchiha pride. So yeah... Tobirama caugt Izuna off guard.

We still don't know that Tobirama's Space time ninjutus is FTG technique.. Tobirama wouldn't have been as weak as you think he is.. he really was a badass and getting an Uchiha off guard is hard as they have predictive power.. we still don't know what power his Mangekyo Sharingan ( Izuna's ) had.. maybe it was his power of reversing and FFding of time..

Izuna was younger than Madara, similarly Tobirama was younger than Hashi, & I'd say they were equal at same age, ie when izuna died, he was equally powerful as Madara (when he was izuna's age) It was almost similar for Senju brothers
However, Hashi was stronger than Madara, & so Tobirama being stronger than izuna is most likely possible, & I believe thats the way it is..

Izuna was equal to Madara that true, but only when they had both MS. Besides Kishi will probably retcon that Tobirama was stronger than we think.

Izuna's abilites:

- Fire release (very powerfull as Madara's)
- Taijutsu equal to Madara's taijutsu (Izuna equal to Madara in every way)
- Genjutsu equal to Madara's genjutsu (so it was at the worst good)
- Kenjutsu equal to Madara's kenjutsu (it was quite good, as Madara attacked four division in current war)
- mastery of three tomoe sharingan
- MS: Sussano(Madara' Sussano has two faces, so Izuna had it too), Tsyukomi and Amaterasu(Databook)

Tobirama:

- Water release (very powerfull)
- huge amount of chakra
- Great Kenjutsu(killing Izuna while caught off guard)
- Great Taijutsu (strong body)
- Uknown genjutsu (intelligent so he should be good)
- sensory skill
- sage mode (assumption)

Tobirama and Izuna were close to each other level, I could even say that they were equal.

IMO:

Izuna=Tobirama(when Izuna was living)< MS Madara(just slightly stronger)=< Tobirama<< EMS Madara=< base Hashirama< EMS Madara + kurama <=Sage mode Hashirama
