It depends.....if it's on ground level yeah, but I doubt it would reach Naruto in his kyuubi form or Madara in his PS form.....or even flying characters such as Onoki

is it even a water tech? I don't it was ever revealed what sort of element it is....and it seems to all happen pretty quickly, to which I don't think there would really be enough time to dispel the orb either

I think it has many flaws.

Water jutsu can defeat it, maybe even direct strong attack 2, if uchihas back fired amaterasu who knows. Earth style could do the job as well. Basicly destroy the jutsu physicly and it should be it

IRL, water + sound = great amplification. Deadly is what you will see.

Kabuto had used suigetsu's technique to lessen effects of jutsu on himself, so water works. My guess would be that chakra auras of water density would do the job too.

Attacking it or the orb should still suffice. It's circumstantial, Sasuke kinda just stood there, while Itachi fleed. An amaterasu, Susano'o, fireball technique, etc.

"Strongest jutsu" is very debatable.
