No one trusted a clan who didnt act like Hashirama and in fact wanted to be more "senju".
All Tobirama did was propose a democracy, and correct Hashirama in his way of thinking (Hashirama thought he could appoint Madara as Hokage by himself, does this remind you of dictatorship? Tobirama outright proposed a democracy).
Hashirama was still alive, so Tobirama obviously couldn't have been Hokage yet.
