When Hashirama states that Itachi is a better Shinobi than him he is talking about the lengths he went to for peace, he killed his entire family for it; Hashirama wouldn't even kill his own brother for it, and killing himself was his own way of running from that decision. Madara didn't ask him to kill the whole Senju clan just one man, the fact that it is his brother or not should be immaterial in this decision.
Logically Hashirama should have realized that for true peace to come about he needed to be there to make it work, he couldn't rely on Tobirama for anything at all. So last words would have meant jack. So maybe Hashirama was tested in more ways than one by Madara, the fact that Madara gave him two options is interesting why the two options? He wanted to test the level of commitment Hashirama had to true peace.
If he had decided to kill Tobirama Madara would have recognized how far Hashirama was willing to go, but the fact that he choose to kill himself revealed to Madara's eyes a lack of foresight and a lack of commitment to peace. Madara knew it was only Hashirama and maybe a few others of the senju that wanted peace if he was dead Tobirama and the vast majority wouldn't have the foresight or the will to follow Hashirama's will at all.
Overall Hashirama now an Edo after these events recognizes these faults within himself and accepts them. He also recognizes the level of commitment and wisdom required to do what Itachi did.
