Tobirama knew what is stakes since village and clans were formed to stop the war. Plus senju were most powerful clan so it was obvious they had to protect and look after everyone in Village.

Tobirama being second in command had voice and knew that Hashirama would step down if Madara wanted because he had witnessed Hashirama ready to kill himslef for Madara's sake.

So Tobirama was only voicing the opinions of the rest of senju's along with rest of the clans and mainly in order to stop Hashirama from making decisions on emotional grounds

The thing is we haven't really seen Madara interact with Tobirama, vice versa.
I think if they had more time to talk things through they could have come up with a solution, maybe a written constitution/law to protect the Uchihas. Lol
Instead, Madara spends too much of his lone time with Hashirama, like they are in the world of their own. xd
