up until the sasuke retrieval ark, the curse mark was a large burden upon sasuke, so judging whether or not hes more talented than the others at that time is kinda iffy.

he was spending all that time trying to force the influence of the curse mark back, any time that he would use a bunch of his chakra via sharingan or jutsu, the curse mark would appear and screw him up.

Hard to say neji had an extra year under his belt while sasuke tho he was very young had sibling rivalry driving him

Neji learned clan jutsu on his own
Sasuke learned clan jutsu on his own

Both mastered the doujutsu they were born with

But sasuke may have greater range in his skills
