Tbh, you could probably look at it both ways. Kakashi most probably couldn't do anything about the fact that he killed her, so literally; he let her die. So yeah.

I believe Obito learned afterwards the whole situation and the true motives behind Rin's death.I think he knows the reason Kakashi resulted to that action.
Obito was manipulating the Mizukage and put him into genjutsu.The ninjas who tried to capture Rin and Kakashi were from the Mist.It's possible that he gained knowledge to the true reasons Rin was killed when he was "dealing" with the Mizukage.
But since Kakashi made the promise to Obito,in his mind,Kakashi should have found a solution and not let Rin die.Even if he knew the true motives behind her death, for Obito Rin was above everything and he believes that Kakashi should have protected her in all causes.
