Edit: Hm, if you mean that the technique was never actually used before, then hm hm maybe. But I seriously doubt it.

To release souls, you apparently not only needs the mask but also needs Uchiha tablet and for that you need to know the jutsu to open the nakano shrine(a Uchiha then) and to sacrifice yourself. It's greatly doubtful especially for that particular mask. It would also be too much of a coincidance if someone curiously released the souls just before Minato used the jutsu again. Also who says that the 23mask means they are different?

He is the first user. Calling the shinigami is an Uzumaki tech but the the thing is, they needed a mask. Minato created seals to call it anytime, anywhere he wants. The souls are proof of that because I don't think the Uzumaki can get to the Uchiha shrine easily just to free the souls in the shinigami.
