Which ems madara? The fully developed one w/ kyuubi? Or the one that fought hashirama for 24hours straight? Either way ems madara is stronger. Madara's PS should be atleast 6 to 5 times bigger than that of itachi. He can just step on it, madara's susano has power comparable to a bijuu (mutiple of it will also weaken and break itachi's susano the shockwave and sword is not a ninjutsu so i doubt the sheild will work) while itachi only has a shield and a sword which lacks raw power. Itachi entire arsenal is useless against ems madara.

Itachi's Susano'o uses Yata Mirror and Sword Of Totsuka as it's primary equipment.
Name me an ''ocular power'' that Madara excels Itachi at besides a mobile version of Susano'o.
Not to mention, Itachi has an unlimited amount of chakra.
