The reason why kishimoto did not use the 1 tails (shukaku) to fight kurama because it have an elemental advantage over kurama.Each tailbeast have it own elemental nature that they are specialise ,Shukama is wind elemental nature user and it also have the ability to manipulate sand.Shukaku body is made out of sand which allow it to change it shape or merge with the earth.
Kurama have alot of disadvantage against Shukau.These are
1.Tailbeast bomb will be ineffect again shukaku because it can merge with the earth or hide into the earth itself ,this is similar to 10 tails using shukaku abilities to counter kurama attack.
Note the jubi body structure have same shukaku make up and u can see it merge into the earth to avoid the tail beast bomb from kurama
2.Kurama speed will also be ineffective since shukaku can use the earth/sand on the earth to sense Kurama movement .Gaara sand can sense anyone that touches it.During chunin exam,Gaara in his sand orb was able to defend itself against sasuke whenever sasuke touches the sand.
3.How can kurama dodge this attack(sand tsunami) from shukaku on a large scale ?
