A micron of chakra? Amaterasu is shown as a pretty chakra taxing event when Itachi uses it. Also, we only saw his hawk once.
This being said, even with chakra reservations, Sasuke would demolish a pretty big chunk of battlefield using the tactic you listed, if he listened to you.

itachi is known to have low reserves. however I am glad you agree it would be at least somewhat effective.
