Nay, Itachi wins.
Tsukuyomi doesn't affect Sasori much, and most of the long-range options Itachi (Fireball, shuriken shower, Magatama) has still aren't on-par with Sasori's ranged capabilities, I'll give you that. But just the same, Sasori would probably avoid using his strongest ranged techinques (poison rockets, or Iron Sand World Method, or Performance of 100 Puppets) because standing still to cast those would probably mean taking one Amaterasu to the face. Neither of the two has access to ranged combat, essentially.
But: Sasori's only short range strenght is given by his Hiruko puppet shield, who can do nothing about Amaterasu and Susanoo's Totsuka, both of whom would just instantly end the match. Hiding his core or shifting his core from body to body doesn't help either, because Itachi can see where the core is.
Sasori's only option would be to either go at close-quarter combat with his puppet body who is faster than the Hiruko body (but I think Itachi wins because of Sharingan) or either to try to poison Itachi in whatever way. Even if he does, though, poison doesn't kill instantly and Itachi still has a few seconds to keep battling, and there he has once again plenty of options to instant-kill Sasori.
I have a very hard time imagining Sasori's winning.
