İts fairly simple, start by gathering lightning chakra to your feet.

I concentrate on my chakra flow and start to pile up on my raiton base chakra and pass that chakra into my feet.

Good, now break those dummies with your lightning charged foot. Be careful, if there isn't enough lightning you might hurt your leg

I charge towards the dummy while continuously passing raiton chakra into my feet and jump in air mimicking the Dynamic action jump and break off the head off the dummy.......

Now slam your foot to the ground and release all the gathered raiton chakra at once. If done right this should send you flying.

I then send more of raiton chakra into my feet and and slam mu foot on the ground while releasing all my stored chakra outwards, the chakra works as a propeller and sends me flying in the sky.

Ok that's about it. Like it says, this jutsu can be used to escape attacks and charge at the opponent very rapidly. Also it can be used like a kick, but remember if you kick your opponent both of you will be thrown backwards. Any questions?

1- Yes

2- Not sure, but nothing major. If used in a single burst then it would probably be around Lvl +7-10 according to the speed chart.

3- You can adjust the height up to whatever you want within reason. For example you can jump like 100 meters but not scale a mountain which is like a few Kilometers high.

but only for a direct burst in a single direction. Remember, don't aimlessly charge at your opponent at a speed even you can't track since this doesn't increase your eye tracking level.
