I think this is backwards. If the sages wife had the byakugan it would have been spoken more highly of throughout the series. The sage I don't believe was born with the rinnegan it was developed and before anything is developed it has to be studied. The only way you could teach a person to spit fire is to know the flow of chakra, where to form it and how to send it out. He himself had to know how thechakra network worked in order to make it do different things and the only way he could have done that is if he himself had the byakugan. If someone else identified the chakra network and figured out how to manipulate it they would have been the creator of ninjutsu instead of the sage.

The most probable scenario was that the Rinnegan came after Rikudou sealed the Juubi inside himself.
