I searched a bit on this topic.
The tailed beasts are technically concentrated chakra, divided by the Sage from ten tails.
Chakra is a compasiton of physical energy and the spiritual energy and diffenent shinobi's chakara has different ratios of them,
Naruto's Chakra can merge well with Kurama's and he can adjust the amount of physical and spiritual ratio accordingly,
but he can not create chakra, he can't creat nature.
