Naruto would have died at stage one of the Juubi, with nothing but his cracked out frogs. Gamabunta could barley handle the Nine-Tails, and the Nine-Tails is barely helping right now.

When the Tbb from the 8 and 9 tails hit the Juubi, he got what he needed to be revived. They no longer need to intergrate them to make the perfect form. The other tailed beast where inside the dead Jin. So it's clear that they are not inside the 10 tails. All that was needed was Chakra. If the 8 and 9 tails had been caputred and all of there chakra had been intergrated like the rest of the tailed beast, then the Juubi would had started off much more powerful.

If anything you are disproving your own point by saying he lacked the 8 and 9 tails. Once the Juubi fully recovers (which he can now he has everything he needs) he will be much stronger than the current form and be back to his original state. The current form was doing a good job considering he was fighting the 5 Villages and the Samuari. A few Biju Clones and Chakra cloak frogs aren't going to stop the most powerful tailed beast in existance, much less the first version. I can see them defeating the statue though.
