How can Rock Lee walk on water?

Well to clear it up he has chakra just he can not perform gen or nin, also maybe he has good chakra control sense he uses the 8 gates

Lee still has chakra, he just cannot manipulate it into Ninjutsu and Genjutsu. His Taijutsu abilities and The Eight Gates are both backed by chakra control.

This. Naruto didn't have the control in part one, even though he had been using ninjutsu for years. Walking on water takes more control than ninjutsu does it seems, so it doesn't really add up.

rock lee has always been able to use chakra. He simply cannot use ninjutsu, probably due to him haveing the poorest chakra control in the nv. lee would not be able to be a ninja if he couldnt use any chakra at all.

Even the samurai use chakra, they just dont use ninjutsu

Yes, chakra CONTROL. Lee just can't manipulate his chakra to form ninjutsu or genjutsu. He has no talent in those two fields.

Anyways, I believe that Lee can walk on water because his chakra coils in his legs are not as badly damaged as his arms, so he could manipulate the chakra enough to allow him to walk on walls or water or maybe even chakra enhanced kicks.

He still cant use ninjutsu because the chakra coils in his arms are too badly damaged, and no one is really capable of using ninjutsu with their feet, so Lee will still have to focus on his taijutsu
