Jim Moriarty has a personality that is pretty unpredictable, one could even say he is insane. It's probably been said more than once and it probably will not be the last time it's said. Moriarty shows all the signs of being a sociopath. He acts a lot on what seems to be whim but for someone as intelligent as himself it is shown that he actually thinks through what he does. He doesn't typically let emotions get in the way of his judgment at all unless of course it is his cursed enemy: boredom. He is incredibly playful and sarcastic.
James uses people constantly, his behavior once again could be contributed to that of a sociopath's. He is cold and calculating, and gets what he wants no matter who he has to manipulate or kill.
James appears to see no point in exercising self-control or following morals. He is somewhat of a hedonist. He is intelligent enough to know the consequences of his actions and the fact that his actions are wrong, however, he does not care. When it comes to morality, he displays pure apathy. It seems that the only thing he cares about is indulging himself, and in carefully constructing a satisfying self image of himself.
He seems to find either indifference or joy in others pain (he is most likely a sadist), and he is also extremely narcissistic. He believes, that he is above everyone else, and also considers, normal people to be completely undeserving of any and all consideration. That may be one of the reasons why he does not care about killing them; he finds no value in the lives of “ordinary” people.

History:
James childhood wasn't the happiest for one his parents were cruel and heartless towards James. One evening in the village hidden in the rocks, his parents came up dead. James had killed them, unknown how he did it, he just did at this point he was 10 years old. James left the village hidden in the rocks, trained himself up in fire and earth elements and one night he found himself using a weird sliver/black looking element, he thought nothing much of it at the time, years passed and James whereabouts and life is unknown.
About 26 years have passed, James randomly turned up out of the blue. He had found what that sliver looking element was, it was Steel release, also from what it seemed he had mastered the rest of the basic 5 and some other small little things, he had become somewhat powerful. Because of the way his parents treated him, he become a cold heartened and crazy guy.
James came across someone known as Xylon, he seemed like James. Xylon has a set of skills that where interesting to James, Xylon had a release that goes by the name of; Sound release. It isn't easy to come by, but Xylon gave it to, James.
He came across a village, this village was the village hidden in the leafs, the Hokage at the time let him join. Which James thought was perfect for the time being, James stayed...

The user first performs the hand seals Tiger → Dog → Boar → Rat → Monkey → Dog → Dragon → Serpent → Rat, the user exudes a large aura of steel chakra, resembling a dragon. They then manipulate as much metallic objects as they can sense and gathers them around them. They then shape the metal around them until everything except their face and some distance around them is covered by metal. The user then utilizes their chakra to form the mass of steel into the shape of a bipedal dragon. This technique coats the user in a suit of metal, similar to armor, and reinforced by chakra. Taijutsu blows are far stronger than normal and the armor is durable to many attacks. If some of the metal is destroyed, the aura left in its place will refuse the metal. The dragon can also create and launch a storm of projectiles at the opponent. However, this jutsu is extremely risky to use. For one, it changes the user's posture into a dragon-like stance. Secondly, the chakra needed for this technique is incredible, especially the restoration process. Third, the armor is incredibly heavy, weighing almost 300 pounds. The chakra aura negates the weight, but only for so long, giving the technique's effectiveness a strict time limit otherwise the user may get crushed. Finally, the metal coating the user makes them very vulnerable to Fire Release techniques.
