He has to switch because his power is too great to keep inside of these shitty host bodies. And isn't half the reason he uses the body switching technique to gain KKG? Because the sharingan can't copy them, so using body transfer is the only way to get them. I believe they add to his arsenal no matter which body he is in.

Even if he managed to possess Sasuke's body the soul part of his arms would still be sealed so he would still be unable to make hand seals for ninjutsu, he initially wanted to possess Sasuke and his Sharingan in order to learn all the jutsus there is, however, once his arms were sealed inside the Shinigami, he switched from wanting a Sharingan, into needing one:

To successfully have full mastery of the Sharingan, you need an Uchiha's (or a Senju's) body. Having an eye transplant would just make Orochimaru like a Kakashi; having to hide the Sharingan(s) until use.
