To explain what i mean by that i need to remind you where the powers and skills of the younger son(senju) and elder son(uchiha) lie.
1.Younger son`s power lied in his body(strength,endurance,large chakra reserves,strong life force...),so it is only logical that younger son and his descendants(hashirama...) was able to use powerful techniques on a large scale(such as mokuton,sage mode techniques..)
2.Elder son`s power however lied in his eyes and his powerful spiritual energy and intellectual abilites which made him able to use powerful ilussions/genjutsus and other mystical techniques....
so it is clear that SENJU had raw power while uchiha had spiritual/intellectual kind of power like strong genjutsu and other techniques not from this earth...
what i am trying to say is that madara only used and built his power around the raw power and large scale techniques....like his great fire releases,PS and manipulation and fusion of the kyuubi and his PS..
but on the other hand never showed any sign of tsukuyomi or other mystical and spiritual powers like izanagi,izanami or anything similar....
I highly doubt madara even has tsukuyomi or amaterasu but it is inclined that he has it because why otherwise would obito need to revive madara than to use his tsukuyomi for tsuki no mei plan...and there is also this thing that you need to have tsukuyomi and amaterasu in order to obtain susanoo so yeah....
why the hell doesnt madara use tsukuyomi then?? Uchiha`s greatest strength lies in their eyes and their greatest weapons are strong illussions like tsukuyomi and kotoamatsukami,izanami,izanagi....however madara doesnt utilize these so called strengths of his clan and only goes around using strong,powerful attacks just like the SENJUS.
but he cant beat hashirama in his own game...hashirama is a SENJU and has a natural talent and larger chakra reserves so it is natural hashirama will win in a battle of fierce and strong attacks of big magnitude...
the only way for madara to be able to somehow keep up with hashirama would be to use the godlike genjutsus and reality manipulations like izanagi,izanami....the powers that he actually has a good background for seeing as he is an uchiha(intellect,spirituality,illussions).....so he should have been developing to that direction more...and not on the brute force techniques,techniques that hashirama can use a lot better than madara can...
that is why i view shisui and itachi a lot more complete as uchihas...untill i see madara using tsukuyomi or sth...then i will change my mind.
anyway i am not hating on madara or anything,madara is a god,all i am saying is that he most likely hasnt explored or used any strong illussions like tsukuyomi or other techniques and could be a lot stronger if he had...
