definitely yes. gai is seriously underrated. and yes i think he is better than the kages. but ii also think he is better than kakashi.
both of their powers are immense in a jutsulike way. but the drawbacks are much worse for kakashi. i dont think he can survive against gai alone. and i dont think he can kamui him.
gai in his gates state is probably as fast as the raikages. maybe better.
and if you dont think with hiraishin kinda way gai is probably faster than anybody physically.

i know gai is so strong but you(kakashi's haters)always compare anyone to kakashi even when we talked about dauri
gai's strongest jutsu is hirudora (can't be compared to kamui) and he use it 1 time only(not 10 times as kakashi with kamui)
