the list doesnt contain the older and the younger sons Obito is a sketchy character to list on the top or bottom because he can teleport and beat anyone. his only weakness is kakashi because he has his other eye. shisui is hard to list as well. ofcourse we can talk ifs ifs but the power of both their eyes are incredible and i would take ninetailes with kushina and all of her uzumaki knowledge over minato and naruto should be stronger than the ones mentioned now with the ninetailes. wut u think. btw dont hate because ur favorite character is not higher on the list mine is not even on it (jiraya who should be on it but i will list itachi higher)

i think she is epic as hell. she has to be up there restraining 9 tails like a toy even when she was almost dead. imagine it in her and she was a pure uzumaki thats why i put her up there. with her knowledge of seals she is dangerous.

i would 100 percent say kushina is better than itachi not better than obito because obito has the rinnegan. itachi doesnt have eternal. thats why he is below sasuke as well

thanks and 3rd tsuchikage didnt make the list cause hes old and has been seen having problems fighting due to age, which mizukage, and i think third raikage is top 15 too
